A memorial service in her honor will take place on Saturday November 30, 2013 at the Chase Oaks Church beginning at 11:00am.

A kind and loving woman who touched so many lives and changed us all for the better. I have never met anyone as selfless and tender hearted as JILL. She was truly and Angel on Earth, Her legacy lives on in her wonderful children and the lives she has touched both two and four legged. Her love knew no bounds.
Rest in Peace Jill. You will be missed by so many. One of the kindest, nicest people I have ever had the pleasure of knowing. In over 30 years of Knowing Jill, I never heard her say an unkind word about anyone. My prayers and condolences go out to Rector and his family. May God give you that peace that passes all understanding.
Jill, I will forever remember your smiling face. I considered it a pleasure to have known you. I learned so much from you about humanity. You were a very humbling person. I love like a sister and will miss you. RIP Rick

What an awesome soul & spirited woman Jill was to everyone she meet through her lifetime. Kind, gentle, thoughtful, loyal, unselfish servanthod & she committed herself to live for the good of others. An angel on this earth as well as now a special angel in heaven. I will miss her infectious smile that could brighten a room up. I am honored to have known her over 27 years. Rector & her precious grown children prayers and blessings for you all to heal your tears, pain & your hearts during this difficult time. Jill had many hurdles through life, but enjoyed them as happy opportunities to express herself through the love of others and animals.

My deepest condolences to the Mowery/McCollum Family. Jill was my classmate in the police academy class 192 starting in September 1985. Through those years through the last time I saw her in August 2013 she had not changed her outlook or demeanor on life. She left her mark on this world. You will be missed dear friend.
As they say, some friends are here for a season, some a reason and some a lifetime. Jill you were a reason and a lifetime for me my friend. You showed me what it is to be a genuine friend and to give of oneself without expecting anything in return. You are an angel and will be missed so very much by all who called you friend.

Jill has been my closest friend for 40 years. I have so many wonderful memories. She had a huge heart and touched so many lives, (Two and four legged.) It is hard to imagine not having her in my life anymore. My thoughts and prayers go to all her family in Dallas and here in Utah.

Dear Jill, God saw you getting tired and a cure was not to be. So He put His arms around you and whispered “come to me.” With tearful eyes we watched you, and saw you pass away. Although we loved you dearly, we could not make you stay. A golden heart stopped beating, hardworking hands at rest. God broke our hearts to prove to us, He only takes the best.

Jill was my anchor during my time at the department. A co-worker, wife, mother, friend , teacher, a warrior for the troops overs seas, her volunteer work in 3rd world countries and her love for animals all come to mind when I think of her. I met Jill when I first joined DPD about 23 years ago. She was a very sweet and kind soul from then until she left. She was one of the peoe that got me involved in teaching LETS to school children. We should all want to be a little more like her, better people!
Jill: You are the most giving person I have ever met. A role model for many who always come to the rescue for those in need by providing support with unconditional love. It has been such an honor and blessing to have known you. Thanks for always being there for all of us and what a precious women you truly are!

Rector, while it has been a long time since Ann and I have seen you and Jill, the news of her passing was both shocking and sad. She was a beautiful person and someone who forever changed my life for the better. Our prayers are with you.
Rector, I am so sorry for your loss. I met Jill a few times and was always taken back by her true “Inner Joy” it came to no surprise when I found out she was your wife. Her Joy came from being with a Good Real Man, we are only separated from our loved ones that have gone before us by a thin veil. I have never forgotten the scripture you taught me about God’s justice, Thank You. I pray that I can be as Blessed as you have been with family and legacy.
